What is the income limit for the NSW Home Energy Saver loan?
The combined taxable household income limit for a HES loan is $210,000 per year. Applicants with a combined household income up to $80,000, or who hold an eligible concession card such as a Pensioner Concession Card or Health Care Card, qualify for an additional discount on top of the zero-interest loan. The discount tier applies automatically at the time of application, based on the income or concession status declared.
The $210,000 threshold covers all taxable income for the household, not just the primary applicant. If 2 adults live in the property, their combined taxable income is assessed together. The NSW Energy program page confirms both the loan cap and the discount income band. Households above $210,000 combined taxable income are not eligible for the loan under the current program rules.
Who is eligible to apply for the NSW Home Energy Saver loan?
Eligible applicants are Australian citizens or permanent residents who own and occupy a dwelling in NSW, or landlords who rent out a NSW property. The borrower must hold one of those 2 ownership statuses. Social housing tenants, community housing residents, and short-stay accommodation operators are excluded from the program. Renters in private rentals are not direct loan applicants, but they gain access to the discount tier once landlords open the program to tenants, provided the landlord confirms consent to the upgrade in writing. The dwelling must be a residential property located in New South Wales, not used as short-term or holiday accommodation at the time of application.
Strata property owners face 1 additional step: written consent from the owners corporation is required before an upgrade can proceed. This applies to apartment buildings, townhouse complexes, and any property governed by a strata scheme. Landlords applying on behalf of a tenanted property must confirm that the tenant has consented to the upgrade before work begins.
What types of properties qualify under the program?
Eligible properties are owner-occupied homes or privately rented dwellings located in NSW, subject to a $15,000 upgrade cap per household across the life of the program. 4 property types are excluded: social housing, community housing, properties used as short-stay accommodation (such as Airbnb or holiday lettings), and any dwelling outside NSW.
The $15,000 cap is a per-household figure, not a per-upgrade figure. A household that installs a heat pump water heater for $3,500 and later installs ceiling insulation for $2,800 has $8,700 of remaining capacity. The loan covers the cost of eligible upgrades and their installation. Pre-work costs, such as switchboard upgrades required before solar installation, are not covered by the loan unless the switchboard upgrade itself appears on the eligible products list.
What upgrades are eligible under the NSW Home Energy Saver program?
13 upgrade categories are eligible, including rooftop solar PV, battery energy storage systems, heat pump water heaters, solar hot water (electric-boosted), reverse cycle air conditioners, ceiling insulation, double-glazed windows and doors, induction cooktops replacing gas appliances, Level 2 EV chargers, draught proofing, ceiling fans, switchboard upgrades, and NatHERS home assessments.
Each upgrade category carries minimum product specifications set out in the program guidelines. Ceiling insulation, for example, must meet minimum R-values that vary by NSW climate zone. Heat pump water heaters must meet Global Warming Potential (GWP) thresholds set in the guidelines. Rooftop solar PV systems and battery energy storage products must comply with Australian Standards and must be installed by a Solar Accreditation Australia (SAA)-accredited installer. A NatHERS (Nationwide House Energy Rating Scheme) home assessment appears on the eligible list but is optional. Completing one is not a condition of receiving the loan or the discount.
Can the HES loan be combined with other rebates and incentives?
The HES loan stacks with 4 other schemes: the Energy Savings Scheme (ESS), the Peak Demand Reduction Scheme (PDRS), the Small-scale Renewable Energy Scheme (STCs), and the HES discount itself. Stacking means a household installing a 6.6 kW rooftop solar system can claim Small-scale Technology Certificates (STCs) through the federal government’s Clean Energy Regulator process, apply ESS and PDRS incentives through accredited providers (see all NSW solar rebates), and access the HES zero-interest loan for any remaining out-of-pocket cost, all for the same installation. The HES discount, available to households with combined income up to $80,000 or eligible concession card holders, applies on top of the loan and does not prevent access to the other schemes.

What installer accreditation does the HES program require?
All installers must hold the appropriate NSW licence for their trade, and solar and battery installers must hold SAA (Solar Accreditation Australia) accreditation. Solar PV and battery energy storage installations also require compliance with NETCC (New Energy Tech Consumer Code) standards. An electrical safety inspection is required before work begins in roof spaces, regardless of the upgrade type.
SAA accredits individual installers. The Clean Energy Council (CEC) accredits hardware products, including solar panels and battery systems, for inclusion on approved product lists. These are 2 separate accreditation systems. When selecting an installation business, verify that the individual tradesperson holds current SAA accreditation, not just that the company uses CEC-approved products. What common situations disqualify an applicant from the HES loan?
4 situations disqualify an applicant: combined household income above $210,000, non-Australian citizenship or non-permanent residency status, a property located outside NSW, and properties classified as social, community, or short-stay accommodation. An otherwise eligible applicant is also excluded if the $15,000 household cap has already been reached through prior HES loan activity on the same property.
Landlords who apply without first confirming tenant consent in writing are not eligible to proceed. Strata owners who have not obtained owners corporation consent face the same barrier. These are procedural disqualifiers that do not permanently exclude an applicant; they can apply once the required consent is documented. The loan also does not cover upgrade types outside the 13 eligible categories, such as general home renovations, roofing repairs, or appliances that do not appear on the program’s approved products list.
